तंत्र के मन में जन का खौफ पैदा हुआ

अन्ना हजारे का अनशन समाप्त हो गया है, लेकिन आंदोलन अभी जारी है। अन्ना हजारे के बेहद करीबी व सिविल सोसाइटी के सदस्य अरविंद केजरीवाल जनलोकपाल विधेयक के लिए हो रहे आंदोलन को लोकतंत्र में मील का पत्थर मानते हैं। उनका मानना है कि इससे तंत्र के मन में जन का खौफ पैदा होगा। विशेष संवादताता मुकेश केजरीवाल के साथ उन्होंने आंदोलन व उसके भविष्य से जुड़े सवालों पर खुल कर बात की। प्रस्तुत हैं चर्चा के प्रमुख अंश- आंदोलन का देश के राजनीतिक विमर्श पर क्या असर पड़ता देख रहे हैं? अन्ना का यह आंदोलन जनतंत्र की जड़ों को बेहद गहरा करेगा। यह पहला मौका है, जब किसी कानून पर इतने व्यापक स्तर पर चर्चा हुई है। जन-जन के बीच से इसकी मांग उठी है। यह आंदोलन भले ही एक बिल की मांग को लेकर था, लेकिन आप देख सकते हैं कि इसने देश के करोड़ों लोगों को भ्रष्टाचार को सीधी चुनौती देने की ताकत दे दी है। तंत्र के मन में जन का खौफ पैदा किया है। इसने यह भी दिखाया है कि हमारी मौजूदा व्यवस्था में गंभीर खामियां हैं। सिर्फ पांच साल में एक बार आपने वोट डाल दिया और जिम्मेदारी खत्म। यह ठीक नहीं। सतत भागीदारी चाहिए। संसद सिर्फ चुनाव में ही जनता की क्यों सुनेगी? हर कानून बनने से पहले क्यों नहीं गांवों की ग्राम सभा और शहरों की मोहल्ला सभा से सलाह ली जाए। जनता को डेली बेसिस पर शामिल किया जाना चाहिए। अनशन पर बैठे अन्ना को अपने उद्देश्य में कहां तक कामयाब माना जा सकता है? आंदोलन ने सिर्फ एक और चरण पूरा किया है। पहला चरण था पांच अप्रैल का अनशन। दूसरा चरण था साझा मसौदा समिति। तीसरा चरण रामलीला मैदान पहुंचना। अब चौथा चरण पूरा हुआ संसद में प्रस्ताव पारित होने से। आगे किस तरह चलेगा आंदोलन? अन्ना ने साफ कर दिया है कि जन लोकपाल बिल पारित होने तक यह आंदोलन चलता रहेगा। हमारी कोर कमेटी की बैठक होगी और आगे की रूप-रेखा तय की जाएगी। अन्ना ने यह भी साफ कर दिया है कि यह आंदोलन सिर्फ जनलोकपाल तक सीमित नहीं रहने वाला। इसके अलावा हम चुनाव सुधार, न्यायिक सुधार और सत्ता के विकेंद्रीकरण पर भी लड़ेंगे। इन मुद्दों को लेकर हम जनता के बीच बने रहेंगे। विरोधियों का कहना है कि आप जनतंत्र को भीड़तंत्र में तब्दील कर रहे थे? जनता अगर इकट्ठी होकर किसी भावना की अभिव्यक्ति करे तो उसे भीड़तंत्र कहना कहां तक उचित है? क्या जनतंत्र का मतलब ही जनता की अधिकतम सहभागिता नहीं? क्या यह जनता शांतिपूर्ण और कानूनसम्मत तरीके से लोकतांत्रिक मूल्यों के लिए अपनी आवाज नहीं रख सकती? सरकार तो कह रही थी कि आप कनपटी पर अनशन की बंदूक सटाकर बिल पास करवाना चाहते हैं? अनशन का फैसला अन्ना ने कोई शौक से नहीं किया था। 74 साल के एक बुजुर्ग को इसके लिए मजबूर होना पड़ा। 42 साल से तो जनता इस तंत्र से उम्मीद लगाए बैठी ही थी कि वह खुद कुछ करे। कम से कम दस महीने से अन्ना ने अनेक बार प्रधानमंत्री मनमोहन सिंह और यूपीए अध्यक्ष सोनिया गांधी को पत्र लिख-लिख कर मांग की। मगर सरकार ने जैसे आंख, कान बंद कर लिए थे। भ्रष्टाचारियों को यह देश कब तक खुली लूट की छूट देता रहेगा? लेकिन कानून बनाने का काम तो संसद को दिया गया है? ऐसा कहने वालों को अपनी सोच और उसकी दिशा के बारे में फिर से विचार करना चाहिए। क्या कानून बनाने का काम सिर्फ कुछ मुट्ठी भर लोगों के हाथ में सीमित रखना असली लोकतंत्र है? हम कहते हैं कि असली लोकतंत्र तो वह है जिसमें कानून बनाने से पहले उस पर चर्चा हर गली-मोहल्ले में हो। जैसा जनता चाहे, वही कानून बने। लेकिन हो क्या रहा है, राय लेना तो दूर, वे उनकी भावनाओं के बारे में सोचते भी नहीं, बल्कि पार्टी हाईकमान के इशारे पर नाचते हैं। इसका ताजा उदाहरण है जब वित्तमंत्री प्रणब मुखर्जी ने लोकपाल साझा मसौदा समिति के अध्यक्ष के नाते राज्यों के मुख्यमंत्रियों से छह मुद्दों पर राय मांगी थी। हमें यह देखकर शर्म आ रही थी कि कांग्रेस शासित राज्यों ने बाकायदा पत्र लिखकर कहा कि जैसा पार्टी हाईकमान कहेगा, वही करेंगे। यहां तक कि कुछ माननीय मुख्यमंत्रियों ने तो सीधा यही लिखा कि हम पार्टी हाईकमान की राय से अलग सोच भी कैसे सकते हैं। क्या मुख्यमंत्रियों का फर्ज सिर्फ उस पार्टी हाईकमान के प्रति ही है। अपने राज्य की जनता के प्रति नहीं। आपने एक मसौदा रखा और कहा कि एकमात्र यही रास्ता है..? हम सब जनता का यह हक है कि हम अपने मुताबिक सरकार को चलाने के लिए दबाव बनाएं। हमने कभी नहीं कहा कि हमारे मसौदे में कोई बदलाव नहीं हो सकता। हमने जगह-जगह और तरह-तरह से जनता की राय ली। दस बार हमने अपने प्रारूप बदले। फिर भी अप्रैल में जब अनशन किया था तो यही शर्त थी कि बैठकर मसौदे पर चर्चा करें, मगर सरकार की नीयत ठीक नहीं रही। सात बैठकों तक छोटे मसलों पर बात करते रहे। फिर एकाएक मेज उछाल दी। कहा, बैठक खत्म। सार्वजनिक तौर पर बहस कर लें। क्या यह सही है कि आपका आंदोलन नेताओं के खिलाफ है? आंदोलन के दौरान बहुत से लोग बहुत तरह की बातें बोलते हैं। हो सकता है कि एक-दो लोगों ने राजनेताओं और राजनीतिक दलों के बारे में ऐसी टिप्पणी की हो, लेकिन आंदोलन के नेतृत्व ने कभी ऐसा नहीं कहा कि सभी नेता बेईमान हैं। आंदोलन के दौरान नेतृत्व कर रही कोर कमेटी में सार्वजनिक तौर पर मतभेद दिखे। ऐसा लग रहा था कि आप सबसे हार्डलाइनर हैं? यह कुछ जड़ या स्थिर विचार वाले लोगों का समूह नहीं है। जब भी हमने बैठक की, मिलकर आम राय से फैसले किए। आंदोलन के दौरान हर वक्त कुछ नया और अहम हो रहा था, तो संभव है कि किसी नई परिस्थिति पर अलग-अलग विचार हो। न तो किसी के बोलने पर रोक थी, न ही एक जैसा बोलने का कोई आग्रह। आपके विरोधी कहते हैं, आपने अन्ना का इस्तेमाल किया..? (ठहाका लगाते हुए) अन्ना तो देश भर के हैं। जो चाहे देशहित में उनका लाभ ले ले। आपकी राजनीतिक महत्वाकांक्षाएं तो होंगी ही? हम सब राजनीति में तो हैं ही। यह पूरा आंदोलन राजनीतिक है। हां, दलगत राजनीति का कोई इरादा कतई नहीं है। न ही कोई राजनीतिक महत्वाकांक्षा है।

न ही तो कलावती का घर रोशन हुआ और न ही बच्चे की किस्मत बदली

अन्ना हजारे के अनशन के 11वें दिन देश के भावी कर्णधार राहुल गाँधी ने संसद में अन्ना हजारे की तारीफ करते हुए उनके अनशन को ही लोकतंत्र के लिए खतरा बता दिया. बड़े दिनों बाद हाथ में फर्रा लेकर जोशीला भाषण बोले और वही किया जिसका अन्ना एक दिन पहले ही अंदेशा जाता चुके थे तारीफ के साथ धोखा और चूहा छोड़ना....इससे पहले भैया को हमने संसद में भारत-अमेरिका के परमाणु समझोते के समय बोलते हुए सुना थाबड़ी लच्छेदार भाषा में उन्होंने "कलावती" के घर के अँधेरे का हवाला और बच्चे के पढने की चिंता में परमाणु डील करवा दी. खैर न ही तो कलावती का घर रोशन हुआ और न ही बच्चे की किस्मत बदली सरकार जरूर बच गयी. बड़े दिनों तक अब देखना है कि उनकी सरकार के जोकपाल, कांग्रेस प्रायोजित अरुणा जी के लोकपाल और राहुल बाबा के कट-कापी-पेस्ट लोकपाल से देश का भ्रष्टाचार कितना ख़त्म होता है बाबा गलत पंगा ले लिए हर बार कि तरह उनका यह दांव भी उन्हें पोपट ना साबित कर

आधी रात में अन्ना की ललकार

रात लगभग 11 .15 के बाद

दिल्ली के रामलीला मैदान में अन्ना हजारे के अनशन के नौवे दिन का माहौल बड़ा गहम गहमी भरा रहा। दो दौर की बातचीत पर पानी फिर गया। अन्ना की तरफ से बात करने गए प्रशांत भूषण, अरविन्द केजरीवाल और किरण बेदी को बैठक में प्रणब मुखर्जी व सलमान खुर्शीद ने वहीं लाकर खड़ा कर दिया था जहाँ से चले थे। सरकार मन मे क्या था वह कोई नहीं जनता मगर हालात और हवाएं अन्ना के साथ नहीं थी तब आधी रात को मंच पर पहुचकर अन्ना हजारे ने ललकार किया और कहा अगर मुझे कोई उठाना चाहता है तो ले जाने दो कोई हिंसा मत करो और संसद और सांसदों का घराव करो। अन्ना ने विपक्ष के ढुलमुल रवैये पर लताड़ते हुए कहा कि मेरे खिलाफ सारे लुटेरे एक हो गए है। किसी और के लिए यह क्षण कितने मायने रहते है मुझे नहीं पता मेरे लिए तो ऐतिहासिक है एक छोटी सी कोशिश इन्हें सहेजकर रखने की।

अन्ना साहब शर्ते ये भी है

सरकार ने अन्ना हजारे के सामने अनशन की क्या शानदार शर्ते रखी है लेकिन काफी कुछ कमी रह गयी मेरे हिसाब से कुछ और शर्ते होनी चाहिए थे सरकार ने 22 शर्ते रखी ये 30 होनी थी .





23. अन्ना हजारे अपने ढाई दिनी अनशन में यूपीए, सोनिया जी, राहुल जी, पीएम, गृहमंत्री और किसी भी केबिनेट मंत्री के नाम का जिक्र नहीं करेंगे. यह विशेषाधिकार का हनन मन जायेगा
24. अनशन के दौरान कांग्रेस के ख़ानदान से जुड़े किसी भी महापुरुष का फोटो अपने पीछे नहीं लगायेंगे
25. भगवा या सफ़ेद रंग से परहेज़ करेंगे और कर्यकर्तों को भी इसके निर्देश देंगे
26. सत्ता पक्ष के किसी भी निर्णय पर प्रश्नचिंह नहीं लगायेंगे अन्यथा इसे मानहानि की श्रेणी में गिना जायेगा
27. सरकार जब भी अन्ना से बात करना चाहे अन्ना मंत्रालयों और मंत्रियों से एक इशारे पर दौड़े हुए आयेंगे
28. देश से भ्रष्टाचार से पहले अनशन स्थल पर की गयी गन्दगी और कचरे को स्वयं साफ करेंगे
29. अनशन में अन्ना हजारे एक दिन में सिर्फ दो बार 500 -500 शब्दों का भाषण दे सकेंगे, मीडिया को कोई बयान नहीं देंगे, शांति भूषण, प्रशांत भूषण और अरविन्द केजरीवाल तथा किरण बेदी अपना भाषण 250 शब्दों में अंग्रेजी में देंगे.
30. अनशन सम्बंधित फैसलों पर सारे अधिकार सरकार के पास सुरक्षित है जिनमे जब चाहे फेरबदल किया जा सकता है इसके लिए अन्ना टीम को सूचित करना आवश्यक नहीं है, इसके बारे में कहीं भी कोई सुनवाई, याचिका पर विचार नहीं किया जायेगा

पाकिस्तान की राजनीती का युवा चेहरा

हिना रब्बानी खार ने पाकिस्तान के विदेश मंत्री पद की शपथ ले ली। वह पाकिस्तानी की सबसे कम उम्र की और प्रथम महिला विदेश मंत्री हैं। जो संभवतः बेनजीर भुट्टो के बाद भारतीय मीडिया में सर्वाधिक चर्चित चेहरा है। हिना रब्बानी खार का जन्म 19 जनवरी 1977 को मुल्तान में हुआ था। खार ने बैचलर की पढ़ाई लाहौर यूनिवर्सिटी ऑफ मैनेजमेंट साइंस से की। यूनिवर्सिटी ऑफ मैसेचुसेट्स से उन्होंने मास्टर्स की पढ़ाई की।
हिना रब्बानी वरिष्ठ नेता मलिक गुलाम नूर रब्बानी खार की बेटी और पूर्व गर्वनर मलिक गुलाम मुस्तफा खार की भतीजी हैं। खार की शादी बिजनेसमैन फिरोज गुलजार से हुई। खार की दो बेटियां है। वह परवेज मुशर्रफ के सैन्य शासन के दौरान पीएमएल-क्यू की सदस्य थीं लेकिन 2008 आम चुनावों से पहले सत्तारूढ़ पाकिस्तान पीपुल्स पार्टी में शामिल हो गई थीं।
34 साल की खार पाकिस्तान के इतिहास में सबसे युवा मंत्री होंगी। खार ने पूर्व प्रधानमंत्री जुल्फिकार अली भुट्टो को भी पीछे छोड़ दिया है। भुट्टो जब प्रधानमंत्री बने थे तो वे 35 साल के थे। प्रधानमंत्री यूसुफ रजा गिलानी की सलाह पर राष्ट्रपति आसिफ अली जरदारी ने 34 साल की हिना को यह पदोन्नति दी है। इससे पहले वह विदेश राज्य मंत्री की जिम्मेदारी संभाल रही थीं। जहाँ भारतीय राजनीती की मुख्या धारा में युवाओं की मौजूदगी हाशिये पर है पडौसी देश का यह बदलाव काफी सकारात्मक है।

We dream to go 'Delhi' : Ajeet Ray

Like a novel “Three sister” we are also dream to go Delhi in this novel three sister of changed background and condition they are dream to goes to Moscow. In India we are also dream to goes to Delhi. This dream comes true through the media. In my vision media gives you both money and power.
I am born in a little village of Bihar state where till now the cemented road is not reach. In my childhood I think which stream can bring me to Delhi and lastly o I found that media is suitable way for me reach Delhi and I join it.
In 1994 first time I got a job in a newspaper to report Literature with the help of Shri Achyutanand Ji mishra. But when I saw that the big writer fight for the too little things in became bored with the CHIRCUTAI of the writers. And than I join Pune film institute for study and than I join a news paper which till respect the true Art and Literature.
This is the starting of Ajeet ray, Art and culture’s Special correspondent of JANSATTA. Those days he is in Bhopal to cover Lok rang for their news paper. He meets to students of department of Journalism on 28 January and shares his experience to the student and put a light on the art of reviewing theatre and films.

Indian economics is very strong and our media is also very strong. The storm of deflation will end very soon. This time our media is suffering from the deflation which will be end after few months may this process will take few months and it will no more after nine to ten years. A famous journalist and well known media celebrity Shri. Deepak chaurasiya say this during an unformed meeting with the student of Department of Journalism Makhanlal Chaturvedi National University of Journalism and communication Bhopal on the republic day, when he came to Bhopal in a personal visit to his state.
He also says that the IDEA is a key in this time when our media is converted into an industry. So as the student of journalism we should kept a stock of ideas.
On the Mumbai terrorist attack Chaurasiya say that it happened first time in the font of Indian media. It creates a task among the media persons and media that how they show this accident. But like as always our media take a serious responsibility and show it to the public. The anger of Indian public comes out for our system. When our politician Shaw that the condition is over control they started to put media as the most irresponsible for this accident.
Thus it started a new controversy about media but now media face this condition very well and also showing a mirror to the others.

New Year with HIV …………..

Hi dear don’t think so bad nothing happened to me.
I celebrate my many new year in various manners but the starting of this year is very deferent from all last. My this new year is started with a workshop of five days on the HIV & AIDS writing in a beautiful garden vrindavan outside to the Bhopal where we are not only enjoy but we also we think and write also on this burning issue of our society.
We meet to the people who are living happily with the HIV positive. Those all are the example for the society. Some of us are talk to the HIV prescient, but we are got another type of burning problem of MSM.
After talking with them as I say before in my presentation that we have to take a stand for them. We should have to think about them. Do we want to oppose those with a strong power or we wanted to support them.
As I think mat be in this condition we are doesn’t wanted to permit them then why we are does set any agenda? We should not close our eye we have to think on this question before it is become unsolvable.

After the five days National science communication congress organized by NSTC. It is a nice experience of south India and its culture. It is my pleasure that after the seen Arabian sea at Naliya at Gujarat.
Now this time I got a chance to see Bay of Bengal. It is unimaginable for me that sea which is normally seen so powerful what is his conditional during the tsunami.
Many things happened their which make me both happy and unhappy. Firstly we talk about the good news. One when we see that a news paper publishing from the Chennai was from our state is RAJASTHAN PATRIKA. Although its quality is not so good that is give us proud but BINA MAMA SE KANA MAMA ACHCHA HAI.
Secondly we meet to the N RAM editor of THE HINDU. His this statement make me proud that some person also in the field of journalism that who say “we doesn’t wanted that our paper redden by the millions of peoples, to increase the readers we can’t compromise with contains of the paper.” It is Shaw that the circulation factor cants effected their planning.
Now things which are make me unhappy. One of them is that one side Dr. MANOJ PATERIYA is wanted that the age of eight we are became so big and have to be mature and focused on the topic of the congress. One thing which make me happy

Those days there are many causes to make me happy. One is that my cousin brother Praveen Kumar Joshi is wed on November 24. On this same day our respected seniors Mr. Amrish Pandey wed with Anubha pandey.
Besides this wedding ceremony I am completed my some due works. Now I am ready t run. We also got a RACE TRACK in the absence of our BABA. This chance is given to us by a well known media house of Bhopal for their web portal.
A screening test of our whole batch is taken and after a day we got some name which has to go in further processing. Mostly into the total numbers are girls.
Three boys are taken in this "SEE CEENing" test.
After this you must learn that the -

Today is a happy day for us
because BABA is coming back from chaina and My brother Praveen joshi is going to married letter today he call me. One big news is that our seniour Mr Amrish pandey and Mam Anubha pandey is going to wed in pratapgarh,UP. Although I am anable to go there but my some friends are went to join it.

second big news is that today I face a sudden interview for a big media house's web portal. we talk on it letter.
